What do you mean by "after I delete a plan"? Deleting a product/price will have no impact on existing Subscriptions.

Oh so I have to manually set all the existing subscriptions' cancel_at_period_end to true if I delete a plan?

Got it. Then yes you have to manually cancel existing subscriptions.
