As I told you I have business accounts and poster accounts. i want to pay to the poster from selected business and get the 30% to owner of the website and 70% to the poster

Let me explain you
I have business accounts where users can post their business
on the other hand i have poster accounts. where poster promote the businesses. the poster request the business which he selected with promote proofs. i want to pay to that poster from my business account. note that in my website here are so much businesses and much more posters

If you are using Stripe connect and the "poster accounts" have Stripe accounts connected to you, then yes you can send them money.

If you are not use Stripe Connect then you cannot send money with Stripe.
