If this is newly created connected account, you should be able to create Express/Custom connected with only transfers capaibility with receipient agreement

ya i am getting this error message
Your platform needs approval for accounts to have requested the

I'd suggest you to try again when your request is approved/
If you don't hear from support for a long time, you can contact them again from the support page.

additionally, are there other ways for me to enable canadian connected accounts with my platform being in the US? ie: if users have a bank that accept US dollars, i dont need a cross-country payout conversion, can they still go through full service aggreeement?

Sure if you don't need cross border payout (https://stripe.com/docs/connect/cross-border-payouts), you can go ahead a create an CA account with full service agreement.

oh so even if sellers are in canada but their canadian banks accept US dollars, then full would work?
but i guess i won't know that information until they actually onbaord with stripe custom - prior to creating the connected account
