It depends but in general, both. Stripe has many layers of fraud detection including monitoring of clicks and mouse movement on any web page with Stripe.js loaded.

Are you thinking of something specific like Stripe Radar?

Sorry! So my question is about Radar. Does fraud detection run when a card is added, when a payment is taken, or both instances?

If you are using a Setup Intent to create a saved payment method https://stripe.com/docs/payments/save-and-reuse then some fraud checks will run when it is saved.

Others require a Charge to made to trigger
