Using Stripe API is it possible to set up percentage amounts for payments? Or so Stripe payments need to be flat fees?

On a total quote amount, so a customer would receive a quote of €1000, but they'd have to pay a 4% fee to the website via Stripe to receive specific information. I know you can't speak on 3rd parties, but the quote would come into Elementor, that would then be realised by Make(automation platform) and Make linked to Stripe would create a 4% payment for the customer. Is something like this possible for Stripe?

Well you'd just need to calculate the percentage amount yourself or have the third party do it. Our api accepts payment amounts.

Ok, so if I had the quote automatically input into a Google sheet, and then it determined the 4% amount, I could get Stripe to accept a payment fo that amount? Would they be done via a link sent to customer with payment amount or?
