Yeah so when you attach a card/source to a customer we do a authorization where we confirm with the card network whether the card is valid or not

That decline code is coming from the card network

is it because may be the international transaction is not enabled in that card or something, what can cause such issue,?

We don't really have any visibility into that on our end - from our perspective, we just see that the card network rejected it

An example request where the card is taking too long or timing out

Generally, those requests shouldn't be taking too long so if you're seeing this happen often I'd want to take a closer look
