Um I don't have any idea to offer. You can't transfer unless you have the enough amount on your Available balance and that's how fund flow is defined on a Stripe Account. Any non-available balance doesn't count as transferable

You can top up your balance if you account is US, or using Treasury. You can write to Support to ask more information on this topic
