this is something you need to follow up with Apple about but yes, if your product is a digital service in the app Apple will require you to use their IAPs and you can't use Stripe.

I mean using flutter doesn't matter
the point is Apple decided that whatever you're selling in the app is 'digital “content, functionality, or services,” such as premium content for your app or subscriptions for digital content.'
and for those categories they will not let you use external payment processors like Stripe, you have to use their in-app-purchase systems.
if you think their decision is wrong you have to appeal it to them
