Is this happening in test mode or live mode?
Are there any example API requests you can share?

Also are you integrated directly to Stripe's API or are you working with a third-party connector like woocommerce or something?

They said it is in live mode. It is a bespoke system php language. See the error they sent me.
No Wordpress/plugin.

They said they cannot see the request ID because they find the error above. They cannot create the intention to pay.

they say it seems a stripe error because any service below 0 is blocked

There must be a request ID for this as it is an API error. Also it would be useful if I can talk to the developers directly. This server is for developers to discuss the Stripe API.

not sure what would be the account ID? would it be the email address to login?

if you go to
https://dashboard.stripe.com/settings/user

and scroll all the way to the bottom, then you'd see the account ID there
acct_xxx
