No it doesn't work like that. Payout will go straight to the Connected Account since it's from the Connected Account balance. You may want to take that 1 dollar fee earlier, when you do your fund flow

Before processing the payout, should I make a transfer to the platform account as shown below? Also, is there a fee associated with this transfer? If so, is the fee deducted from the platform account?

that's an Account Debit and yes it has a fee and the fee is paid by the platform https://stripe.com/docs/connect/account-debits
