Sorry, I can't, since I have been asked not to share production data with anyone. Is their any other way you can help?

Since the error message mentioned that the issuing bank told Stripe to block future payment attempts, it's likely that the payment can't be retried
It'll be good if you can share the Payment Intent (pi_xxx), so that Support can double check for you
