If you can't share the production data in the public channel here, I'd recommend reaching out to https://support.stripe.com/contact for private support

Since the error message mentioned that the issuing bank told Stripe to block future payment attempts, it's likely that the payment can't be retried

#

It'll be good if you can share the Payment Intent (pi_xxx), so that Support can double check for you
