Yes, I have tried that.

There is no option to enable cross border payment in that link.

Just business related settings and info.

Hmmm in that case it seems like an account configuration issue and you are going to be better off working with our Support team on this via https://support.stripe.com/contact/login as we really only focus on the API here.
