I'm hoping I can just create an account link for their existing account ID and send them back to the onboarding screens.

Yeah the Express account has a Dashboard which your user can log in. I am not sure if it has the permission to change the bank account

but yes collecting bank account yourself and calling API will always work

How does the user get to the Dashboard? Do I create an account link for them and send them there?
