Can you clarify the flow here and where you encounter issues?
It sounds like you're creating accounts and onboarding account links for new express accounts in multiple regions/countries.

Yep so a partner will go to our onboarding page and we generate a account link url. That url then directs them to onboard and create a new express account. The onboarding processing is asking them for an EIN which they do not have
Correct on your assumptions
I didn't see information about non US based entities with express connect. So was curious if I missed something

Can you share an example account creation request id? You can optionally specify the country when creating a new account, but generally your user should be able to select their own country during the onboarding flow assuming you've enable multiple countries in your express settings.
