You can limit Coupons to specific Products, sure: https://stripe.com/docs/billing/subscriptions/coupons#set-eligible-products

yes correct that i know but actually i want to one promotion code for single time use per user

Example If i purchase plan with ABC promotion code... Its working fine but second time i will purchase this plan with same ABC code then i need to restrict the user because this user already use thi ABC promotion code for this plan/product.

You'll need 1x code per customer, you can't do that with a single code
