I logged into Express Dashboard but there is no button to change the bank account

that's not how the Express Dashboard looks like (that's your own Dashboard page)

the expected behaviour here is for the Express Account user to update the bank account on their own

but in essence yes, you can't update the Express bank account from the platform dashboard
