Ah it's a subscription schedule

#

So Subscription Schedules behave a bit differently from plain Subscriptions - even if you have them start immediately, the first invoice will have the 1 hour gap while it's a draft and then automatically be finalized after the 1 hour

#

If you want to bypass that one hour you could just to just finalize the invoice immediately yourself through the API
