I have called like 5 times, is this the just normal support team?

All they really tell me is there is nothing they can do about it if the customers bank is not allowing the transaction to go through... but i want to know what the best way is so that they dont get declined in the first place

If the bank is declining the payment then it might just be that. You will need to ask your customers to talk to their bank to figure out what's going on.

i understand but this has happened to every single customer now its not just one single bank or card issuer so it has to be something on my end i would think

its mastervard, visa, personal banks everything gets declined

I see. Talking to our support team might be the best way to move forward as they are better equipped to look into decline patterns. You can write/email in and ask to be escalated.

If you share an example payment then I can take a brief look but most likely would need to work with support
