Your platform account is in the US and the connected account is in India. And you are trying to do a Destination Charge.
And that can only work if you are using Cross Border Payouts. You can learn more about this here: https://stripe.com/docs/connect/cross-border-payouts

I am doing a destination charge, without on_behalf_of as it says in the documentation.

Yes you can onboard Indian accounts. You can also create Direct Charge for Indian accounts. However since you are using Express here we would strongly recommend to not do this.
