@hybrid tide An Account has a requirements property that lists all the missing information for it, that aggregates all company details, all the Person(s) associated with it and anything capability specific.
The first step is to look at that hash and see if there's anything about card issuing you're missing

There is no problem, the connect account is marked "enabled"
In addition the capability is not visible in the list
