A platform can choose to work with connected accounts of different types

The two Dashboards are essentially two different versions of the same thing: the ability to view details about your business, payouts, payments, etc.

Express Dashboard is just the version that is available for Express connected accounts

from what I understanding, this is kind of like Administrator board, which is showing all the express users data here. but when I switch to express dashboard, it won't show anything for the signed in express user.

The Dashboard in the screenshot above (what you're calling the "Administrator board") is accessible by the Connect Platform only

If you click on the Connect tab, you'll see all of the connected accounts that are connected to your platform

Thanks! Just wanted to check the charge type for one of those test charges. The funds transferred by that payment should be visible to the Express account in the Express Dashboard, though you'll need to create a login link for the Express account: https://stripe.com/docs/connect/integrate-express-dashboard
