You can configure your discount coupon as you want for 50%, and forbid to call the Cancel Subscription API within 3 months in the case. It's totally up to your implementation

I'm using the billing portal to allow users to manage subscriptions. How can I forbid cancel subscription selectively inside the billing portal?

You can turn that option off in a Configuration object, when passing it to the Billing Portal
