I am building my app for USA people.
If you are developing for a US client, then you should create your Stripe in US, not Inida.
If the account credentials are from US then i can test the US flow of stripe by logging in that US stripe account in INDIA.

I don't think you understand me.
Your current Stripe account is based in India, and that's why the RBI regulations applies.
To develop for your clients in US, you should use an Stripe account in US, and use an non-India test card like 4242.

then why it is giving the requires_confirmation or requires_action status while trying to auto debit from card ?
That's because your account is an India account, and it falls under the RBI regulations, which has speical requirement for recurring payments. Refer to the link that I sent earlier for details.
so that's exactly what i'm asking to you that if I will use account created by my US folks, then this card 4242 will not fall under RBI guidelines.
