https://stripe.com/docs/connect/account-debits you can perform an account debit to move funds from connected account to platform, so that platform can transfer the funds to another connected account

Debiting Express and Custom accounts

With Connect, your platform can directly debit the Stripe balance of an Express or Custom account.

Hmm interesting. Does this mean stripe would charge a fee for the debit to the platform, a fee for the transfer to the connected account and then a fee for the connected account to payout
