Hello! Yeah, Stripe Tax needs address information to calculate tax. The postal code is the minimum requirement, I believe. As far as I know we won't use the IP address location as it's not accurate enough.

Using the address element is there anyway to have it simply collect country/zip?

No, the Address Element is designed to collect entire addresses. If you want to collect just the postal code you can add your own input field for it, then pass the details to us in the billing_details.
