Outside of that case, if you wanted to conditionally include shipping requirements you'd need to ask you customer ahead of time any questions that would influence your integration parameters

Only your own obligations to collect tax or not, but thats up to you

is it normal that banks reject payments if tax collection is on? Does the bank even have the information that the price contains tax?
