The PaymentMethod pm_1N3ytcJZUpJ6fJ99aHqhhWAh is not owned by the Customer cus_O9cMpGbKTZkC3R. If you look at that Customer in your own Dashboard at https://dashboard.stripe.com/customers/cus_O9cMpGbKTZkC3R you'll see that it doesn not have that PaymentMethod.

You must have mixed up your Customer ids. If you look for that PaymentMethod id in the Dashboard search you'll find the right Customer

Your code is passing the wrong Customer id and that'll be the fix on your end
