I don't think there's a way to move funds from issuing balance to payments balance directly. AFAIK, the top up only works from Bank Account to Account balance

Oh interesting. Do you see an "Add to balance" button when you go to balances page?

Yes.

It only allows me to add from my bank to my issuing balance.

There's no option for me to add issuing balance to my normal payment balance.

So you don't see an add to balance button for the account balance correct?
I don't see one on my test account either.

I think you'd need to talk to support again as they're experts on dashboard stuff and can help look into this further.

Yeah not sure why it doesn't show account balance as an option. I'd strongly recommend talking to our support team as they'd know what's going on here.
