No, you can only do that from the Dashboard.

i has my env webhook endpoint url set

it sent the webhook only to it again

I don't see that the event was re-sent to the hosted endpoint too. Are you sure you're triggering the resent correctly?

I am not sure it's possible with CLI actually. You can just generate new events in Test mode, or mock them with https://stripe.com/docs/cli/trigger
