Hi there, I don't know what you mean by enabling webhooks in azure, but you can manage you webhooks in your Stripe Dashboard https://dashboard.stripe.com/webhooks

Yes if that's the URL to you webhook endpoint, make sure your endpoint is accessible and allow POST requests
