So basically as long as they're technically able to create a payment method using by ACH, they can use that for whatever they want?

and does that mean it's a scenario where we either enable Bank Accounts for all, or disable that type of PM completely

why are you trying to block a non US customer from using it, since it only works if they have a US bank account already?

I think it's more of a fraud requirement from my end, but I understand that it's a little weird
