can I disable this via API?

I ask as there is nothing on the dashboard. we are using express accounts so the customer does not have access to the stripe dashboard

No, as far as I know there's no way to disable this through the api right now - I believe there's something internally that can help with this, but you'd have to talk to support to get it enabled
