I am passing tax_id to the checkout session. Do I need to register with Stripe that I have the tax collection authority to collect tax of a particular country?

If you're purely using the Tax Rates API then no, as far as I know you wouldn't register anything additional with us - but that really is a better question for support (https://support.stripe.com/contact). We deal purely with the technical aspects of our APIs, not with the legal requirements
