For #1 - yes, I belive the timezone is based on the timezone for your account, which you can override on a per-customer basis through the dashboard. When you go to update the customer through the dashboard you should see somethign like this
The second one is a bit odd... still digging into that
AHA foudn it - so if you set days_until_due to 0 then we set it to the EOD based on your timezone
So yup, it's exactly like you described
