Okay so the proration_behavior on your Portal Config defaults to none and you didn't specify it. You want to set that as create_prorations if you want the previous Subscription Price to be taken into account on upgrade/downgrade.

Try setting that to create_prorations and then run another test and let me know if that is what you want.
