This sounds like an issue with the configuration of the Custom Account. Do you have an account ID I can look at?

Here's one acct_1NUq0IC5QKmwagbC A little clue I have found along the way, I am currently working in Portugal, where it seems like Issuing isn't supported, so perhaps the Dashboard is hiding it from me. My dummy Connect account is set to US however.
From the account above:

So it is missing as a capability, but this is despite card_issuing having been requested, and the account showing TOS for it being accepted.
