No, I don't think there's a way to disable that entirely for your stripe account (You'd need to implement logic on your end to block it)

The wiki you added says "To prevent fraud, refunds may be disabled upon first refund attempt until your account has been reviewed"

does this mean I can disabe it?

No, that's not something you'd be able to set on your own
