it would be you as the developer providing that value in your code when calling that API, not the user.

I don't think is relevant though unless you're using a specific WeChat app-to-app integration which requires special access for your Stripe account anyway.

If buyer or customer wanted to use android, then it will not work if i do not provide wechat.app_id. Is it correct?

no that's not correct. It will work fine, you can ignore this stuff.
