It's the issuer bank told us the card number is incorrect
Your best course of action is letting your customer reachout to their own bank and clarify
Is there any other cases this issue might happen?
If there is, only the bank knows
The bank could have different reason and simply returns this error

That one is because they used a Test mode card in a Live mode transaction
