Hello! That's not a plugin we own, so we have no control over that UI/error - you're going to need to talk to the people who own that plugin and give them details about what you're doing

But if you look at the discussion link, you see this: this issue is related to Stripe permissions. The user accounts used to create Webhooks don’t have Platform Controls because the Stripe account was created through a 3rd-party platform. Quote Stripe:

The main thing is that you have to gain Platform controls to the said Stripe account to be able to proceed.

What are Platform Controls, and how do I know if I am set up with them?
