We pre-authorize users for the amount of the policy payment (for car insurance), then when they verify the details (for example send a photo of their car) then we charge the amount

Then what I'd suggest is doing the first payment separately (through a standalone PaymentIntent) and add an initial coupon or credit balance to the customer to mark the first invoice of the subscription as $0
