Stripe doesn't support this kind of contract capability. Your system should manage the contract on your own. For example, your system should check whether the customer violates the contract policy before canceling the subscription with Stripe.

Also I have checked that there is subscription cancelation at "customer portal". Can I disable the cancelation at the portal?

Yes! You can disable it under Cancellations section in https://dashboard.stripe.com/test/settings/billing/portal
