I'm trying to decide if TTP will even provide the functionality I need. Could I use TTP to enable small merchants to accept payments via their phone even if they have no retail location? (Imagine individual artists / artisans selling their wares at local flea markets and pop-up shops.)

In such a scenario, the location of the sale is not "fixed" and may not have an address.

Or is the device still considered "at the location" if it's within a certain radius of an address?

In that case their location would probably be their business address. I recommend you write in to support for exact clarification though: https://support.stripe.com/contact/email
