1/ This has to do with whether or not you have Connect Reserves (https://support.stripe.com/questions/reserves-for-connect-platforms-and-connected-accounts) enabled for your account. You'll want to reach out to our Support team via https://support.stripe.com/contact/login about this as it sounds like they aren't enabled.
2/ Same thing.
3/ I believe pending balance is taken into account here for transfer reversal.
Overall you are going to be better off working with our Support team on this stuff as it isn't really specific to the API (which is what we focus on) but instead just how balances and Connect Reserves work.
About 1 and 2 questions - I got it, about 3rd one I don't really understand. You mean, that if there is enough money on connected account in status pending, but no money on available one, refund will be successful?
I think so but I'm not positive. I'd recommend asking for clarity on that from our Support team as they are more familiar with the minutaie around balances than we are.
On the test account, I encountered an error when there was no money in the available balance. I haven't observed similar cases on the production account, but this may be because such a situation hasn't occurred yet.
And I thought maybe test account has some specific differnces than the production one
It might have differences in terms of the Connect Reserve that I mentioned above being enabled or not.
But otherwise no the API should behave the same overall here
