I am setting fixed tax rate to NON-EU customers because they need to pay croatian tax by law

and I am connecting stripe with https://www.e-racuni.hr/ (Fiscalization service, Croatia has fiscalization https://support.stripe.com/questions/invoice-fiscalization-in-croatia)

There is an edit field in the tax rate details view, you cn click on it to make an edit

Ah I though you were looking for updating that field. For advanced Dashboard usage/question I invite you to check with Stripe support at https://support.stripe.com/contact Otherwise, try using the API for updating tax_type
