if admin charges to vendor connect account and they have insufficient balance went negative, now after an hour or day if stripe charge to vendor bank or credit card and stripe found that he is bankrupt then what? it should on vendor or Admin

the stripe connect account id is: acct_1MrdXMGXXXXXXXX and their balance is $0 then can we transfer Vendor acct_1MrdXMGXXXXXXXX direct this Bank account account ba_1MrdXXXXXXXXXXXXXX to the main admin account
