my intuition is that if the balance is available in the platform's balance, and making a transfer is immediate, then the balance should be available to be paid out 7 days later since it already had the delay applied to it during the original charge (when the platform account received the payment from a user)

That 3 day payout speed is how long it take funds to arrive in the bank account once the payout is created

Yes, If you're transferring available funds from your platform to a connected account, those are parts of the connected accounts available balance right away.

isnt there a delay when a charge is created and when that balance is avaible to be used by the stripe account?
