No you can't retrieve a past balance.

this balance object https://stripe.com/docs/api/balance gets the available and pending amounts based on multiple payouts of an account. So how many payouts does it account for? Since the date the account has been created or since the last payout, I don't get that exactly?

That balance is the balance on the account at the time it is retrieved

#

So it is based on all transactions that have ever happened on the account (including payouts)
