again...to test this, I used the manual send reciept feature and entered my own email, and got it in english

The payment you shared before didn't have a customer or a receipt email, so I'm not sure what's expected from the Dashboard in that case. When I tested with a customer after setting a language there I got the expected result of a receipt in that language
