Okay well this sounds like a Dashboard issue which we don't really know much about since we focus on helping developers with technical questions about our API here. If you aren't able to take an action from the Dashboard then you are going to need to reach out to our Support team via https://support.stripe.com/contact/login so they can look into your account and help you get sorted out.
